betting place, steps to follow, responsibilities and many other important
things to comply. We have developed this section in a convenient "frequent

What is an off-track
betting parlor
(place)? An off-track betting parlor (place) is an establishment of an
independent contractor operated through a license granted by the Horseracing
Sports Administrator where horse racing bets from Camarero Racetrack
are taken legally in competence for prizes. This procedure is made in full
compliance with the Ruling and Laws of the Commonwealth of Puerto Rico.

Who can own and
operate an off-track betting place? An
off-track betting place can be owned and operated by any natural citizen of
Puerto Rico, major aged, resident of Puerto Rico and complying with the
requirements to obtain a license to have an off-track place. No
Municipal, State, or Federal Government employee qualifies nor any person
which willfully violated PR Law 4 of 1971 concerning the Use of Drugs, nor
major felonies or moral depravation.

Is there any
restriction to grant a license to own and operate an off-track betting
place? No license will be granted to a person already owning and
operating an off-track betting place. No person shall have more than one
place. No license will be granted to a person having monetary influence into
horse racing competition such as horse owners and first or second family
relationship with a horse owner participating in horse racing events at
Camarero Racetrack.

What are the
requirements to establish an off-track betting place (parlor)?
The place must meet the following requirements:
1. It is recommended to have a space of
four hundred
(400) square feet. 2. Must be above or exceed twenty five (25) meters from any religious or
academic entity. 3. Must have use permits to operate an off-track betting parlor granted by
the Ruling and Permits Administration (ARPE) or the Government
Planning Board of Puerto Rico. 4. Must be a safe place, clean and in good conditions.
5. Must have good electrical facilities according to the National Electrical
Code following appropiate installation standards as indicated by Camarero installation diagrams. 6.If the otb place is located within another business, it must have
independent entrance and exit. If the otb place is owned by the same
business owner, it may have a single entrance-exits but it shall be divided
to separate the betting place from the business. 7. The site must have sanitary facilities. 8.
The suggested site shall not be located with other gaming utilities
other than represented by Camarero. Such unauthorized items are related
as selling Electronic Lotto, Traditional Lottery Game and/or
Entertainment Gaming Machines.
9. Must be capable to operate 7 days a week , likely to operate until 10
p.m.
10. Any petition in areas that has active off-track betting parlors, will
be denied.

When will the Off-track
betting parlor be able to start operations?
Once the petitioner receives the grant from the Horse Racing Sport
Administrator to operate an off-track place must follow the following
procedures: 1. Must open a bank account for the exclusive use of the off-track place. Information concerning such account must be provided in person to the
Collections Manager of SEA Hipico of Camarero Racetrack to be able of realizing
electronic debit transferral of the bets being executed at the site. In
order to comply with such requirements, both parties must sign a
transactions agreement. 2. The petitioner must request to SEA Hípico Department either an on site or
off site training of the betting terminal to be used at the off-track
betting site. No person shall operate an off-track parlor(site) without
proper training. 3. SEA Hipico Department shall request a dedicated data line for the use
of the off-track place. Such installation could take at least two (2) months
approximately and will be invoiced to the petitioner. Installation costs
shall be in the range of four hundred dollars ($400.00). Monthly fees will
be paid by Camarero Racetrack. In addition, the petitioner (off-track betting
parlor agent) shall request a dial up telephone line to be used as a back up
when primary data line fails.
Once each above mentioned steps are satisfied within full compliance, the
otb place will be able to start operations.

What will be the
operational costs incurred?
Operational costs will be divided into three
parts, as follows: 1. Fifteen ($15.00) dollars for service and communications.
The charge will be electronically debited from your bank account each
racing day. The charge will be executed only when the otb place has
generated net sales above fourty ($40.00) dollars. If the otb place does not
generate such amount in net sales, there will be no charge applied in such
operations day. 2. All new otb places must provide an insured bond for the amount of
fifteeen thousand ($15,000.00) dollars, otherwise, the otb place must pay
each racing day the amount of three ($3.00) as daily insurance bond. Such
charge will be applied each racing day whether or not it operated during
that day or generated sales After three (3) years of full servicing, such
amount will be seventy five (0.75) cents each racing day and will remain in
such amount thereafter. Note: If the otb place is transferred to a new
owner, such insurance bond payment will remain unchanged and it is full
responsability of the new owner to comply with the overall quality
performance gained during the years in operation. Both parties (seller-buyer)
must reach an agreement before the transferral is approved by the Racing
Sports Administrator. 3. It is full responsability of the owner
of the otb place to make the arrangements to receive the official racing
program of Camarero Racetrack. Such programs are available at Camarero Race
Track sold for the amount of seventy five (0.75) cents per 100 copies.
When the license to operate an otb place is granted, a letter should be sent
specifying the amount of programs needed as well as the person who will pick
up the programs at Camarero RaceTrack.

Is it possible to
relocate the OTB place? Unfortunately, the relocation of an otb place should be considered as a
placement of a new otb except the fees and operational costs that has
been incurring previously remaining the same. It should follow the same
procedures to apply for a relocation at SEA Hipico of Camarero Race Track, a study to determine the accessability to open an otb place, expediting
the Use Permits from the Government of Puerto Rico and the approval from
the Racing Sports Administrator. Note: The relocation to a new place
within a same building is considered to be applicable to go through the
process herein described. You should carefully determine the need to
move your otb place before going through the process.

Is it possible to
purchase an OTB place in operation? The process to purchase an existing OTB place is known as an otb place
transference. In such case, the owner of the otb place must notify SEA
Hipico at Camarero Race Track his intentions to sell it. The buyer must
qualify and will go through investigation before determing the approval
No monetary transction should be made until the transferral has been
approved by the Horseracing Sports Administration.

Could a person be
employed to assist in the operations of an OTB place?
The owner of
an OTB place can employee any person (including relatives) only after
the compliance of a request form provided by SEA Hipico at Camarero
Race Track. Such application must include two (2) 2 X 2 passport
type photographs and a good conduct certificate from Puerto Rico Police
Department. The application must be approved by the Horseracing Sports
Administration before employing the person. It is important to know that
the grant of the employee is valid to the owner of the OTB place. When a
transferral takes place, the new owner might have the option to keep
such employee but must apply a request to have such assistance. It is
the solely responsability of the OTB place owner to notify when such
employee has changed or will not be employed anymore. Such
authorizations can not be transferred to other OTB places.
Note: All persons which have requested a
license to have and operate an OTB place, and have been granted with
such operation by the Horseracing Sports Administration must comply with
Puerto Rico Law 83 approved July 2, 1987 and also with the Horseracing
Ruling approved January 29, 1990, updated in the year 2001. No complying
with such Laws and Ruling could imply sanctions , penalties, fines and/or
dismissal of such license.
